What Los Angeles Backflow Testing Requirements Mean for Your Property
LADWP administers a Cross-Connection Control Program under the Los Angeles Municipal Code and California’s statewide cross-connection control requirements. Any property with a backflow prevention assembly on an LADWP service connection must have that assembly tested annually by a certified tester. LADWP sends notification letters approximately 60 days before your testing deadline.
Missing that deadline carries real consequences. Continued non-compliance can result in a compliance charge added to your water bill or, in serious cases, water service disconnection. If a device fails its test, a passing re-test report must reach LADWP within 14 days. Properties served by Los Angeles County Waterworks Districts face a parallel program with the same annual obligation and similar enforcement. Starting July 1, 2026, California also requires all backflow assembly testers to hold certification recognized by the State Water Resources Control Board.
